Short answer

Yes. A wireless router can create a Wi-Fi network without an internet connection. Wi-Fi and the internet are separate things. Wi-Fi connects your devices to the router, forming a local network. The internet is the link from that router to the outside world through a modem and your provider. Without the second part, the first can still work.

You typically need a modem and an internet service only to reach websites, streaming services, email and other online services.

What still works without internet

Devices on the same router can generally still talk to each other, so the following usually work:

  • File sharing between computers and other devices on the network
  • Wireless printing to a printer that is connected to the same network
  • Local media streaming from a computer or network storage drive (some routers also allow a USB drive to be shared; see what you can do with a router’s USB port)
  • Some smart home devices and cameras that communicate only within the home. Many smart devices depend on cloud services, though, so behaviour varies by product.
  • Local multiplayer games that connect over the local network
  • Router administration, since the login page is hosted on the router itself

The router’s DHCP feature still hands out local addresses, so devices can join normally. If that feature is not working, see router DHCP not working.

What does not work

  • Websites, search, email and most apps
  • Streaming from online services
  • Cloud backups and cloud-based smart home control
  • Automatic updates for devices and often for the router itself
  • Online games and video calls

Some operating systems also display a “no internet” warning on the Wi-Fi icon. This is normal in this situation; the device is connected to the router but has noticed there is no route out.

Can a router give Wi-Fi without a modem?

Yes, for a local network, because the router does not need the modem to broadcast Wi-Fi. Our guide on having a router without a modem covers this in detail. Without a modem the router has nowhere to send internet traffic, so you will have a local network only. Some devices combine a modem and router in one box; in that case the internet part still depends on your provider’s line.

Why you may have Wi-Fi but no internet

If your internet normally works and suddenly does not, the router may be fine and the connection behind it may be broken. Common causes:

  • A provider outage or maintenance
  • A modem that needs restarting
  • A loose or damaged cable between the wall, modem and router
  • A router with a wrong or missing internet setting
  • An unpaid or suspended account (your provider can confirm)

To narrow it down, restart the modem and router in order, check the cables, and if possible connect a computer directly to the modem. Our guides on why a router keeps going out and on Linksys routers not connecting to the internet walk through this in more detail.

Setting up a router for local use only

If you want a private network with no internet, connect power to the router, join its Wi-Fi using the name and password printed on it, and open its admin page to change the Wi-Fi name and password. Some setup apps insist on an internet connection during first-time setup. If yours does, try the router’s web admin page instead, and check the manual for your model.

Keep in mind that without internet, the router cannot download firmware updates, so it is worth updating before taking it offline.
